代码说明：

自适应多速率编码器标准代码，编码端。可将wav文件编码生成amr格式的文件。这种格式的文件可根据信道质量，自动调节编码速率，故称之为自适应。(adaptive multi-rate coding standards for code-coding. Wav documents can be generated amr coding format documents. This format of the document is available according to the channel quality, automatic adjustment coding rate, but it is called adaptive.)
