代码说明：

一种无系数表的SPECK编码算法，不再单独划分动态存储空间用于 LSP、LIS 系数表，可在损失一定PSNR的情况下，降低算法的实现复杂度，提高处理速度 (A coefficient table SPECK coding algorithm is no longer a separate division of the dynamic storage space for the LSP, LIS coefficient table, in the case of the loss of a certain PSNR, reduce the algorithm complexity, increase processing speed )
