1、制定采购计划
（1）由酒店各部门根据每年物资的消耗率、损耗率和对第二年的预测，在每年年底编制采购计划和预算报财务部审核；
（2）计划外采购或临时增加的项目，并制定计划或报告财务部审核；
（3）采购计划一式四份，自存一份，其它三份交财务部。
2、审批采购计划：
（1）财务部将各部门的采购计划和报告汇总，并进行审核；
（2）财务部根据酒店本年的营业实绩、物资的消耗和损耗率、第二年的营业指标及营业预测做采购物资的预算；
（3）将汇总的采购计划和预算报总经理审批；
（4）经批准的采购计划交财务总监监督实施，对计划外未经批准的采购要求，财务部有权拒绝付款。
