代码说明：

本程序是基于编码率1/3条件Turbo编码代码，通过设置不同的解码的迭代次数，比较它们之间BER的性能。大部分是功能函数，其中有主函数调用。运行时间有些长，耐心等待，具体可分析一下。(This program is based on Turbo encoding code rate 1/3 coding conditions, by setting different decoding iterations, BER performance comparison between them.
