A hardware-in-the-loop simulation of a wind
energy conversion system is used to assess a MPPT strategy
for different velocities. The actual system is composed of the
blade, a mechanical power train, a squirrel cage induction
generator and power electronics. The experimental set-up
consists of a DC drive connected to the induction generator.
The DC machine is controlled to impose the same behavior as
the wind turbine to the induction generator. Fluctuations of
wind velocity and non-linear characteristics of the turbine are
taken into account. All numerous model and controls blocks
are organized according to Energetic Macroscopic
Representation for real-time implementation. A very simple
MPPT strategy without wind velocity measurement is
achieved using a look-up table. This strategy includes a
rotation speed limitation. Experimental results are provided
for weak and medium wind profiles.

This letter presents a novel algorithm to compute the
instantaneous frequency (IF) of a multicomponent nonstationary
signal using a combination of fractional spectrograms (FS). A high
resolution time frequency distribution (TFD) is defined by com-bining FS computed using windows of varying lengths and chirp
rates. The IF of individual signal components is then computed by
applying a peak detection and component extraction procedure

Relaying and orthogonal frequency division multiple
access (OFDMA) are the accepted technologies for emerging
wireless communications standards. The activities in many
wireless standardization bodies and forums, for example IEEE
802.16 j/m and LTE-Advanced, attest to this fact. The availability
or lack thereof of efficient radio resource management (RRM)
could make or mar the opportunities in these networks. This
paper therefore provides a comprehensive RRM algorithm for
OFDMA-based multi-cellular fixed relay networks in a way to
ensure fairness among users with minimal impact on the network
throughput (in contrast, pure opportunistic RRM techniques
always favor users with good channel conditions
