系统支持两种用户，即管理员和普通用户。
管理员：可以添加新用户（可为管理员或普通用户）；可删除除初始管理员外所有登录账号；可更改所有用户的密码；可以增改维护基础数据。
普通用户：可以添加新用户（只可普通用户）；不可删除任何登录账号；可更改本用户的密码；不可以增改维护基础数据。其它同管理员权限。
