第一章对SCADA系统进行了简要的说明，从SCADA系统的产生和发展两方面进行描述。
第二章对电力SCADA系统的通讯网络和规约做了简单的描述，由于电力SCADA系统的特殊要求，因此本章对电力SCADA系统通讯的特殊性进行了说明。
第三章对编程软件及环境的特点给出了自己的一些体会。
第四章进行了电力SCADA软件设计的需求分析和可行性分析。
第五章的内容比较丰富，同时它也是本论文的一个重点，包含了系统的各个主要模块的规划设计，对各个模块的功能进行了划分，最后给出了软件结构功能框图和系统结构图。
第六章是本论文的另一个重点，它对上一章规划的各个典型模块进行设计与实现的详细论述。（此章中包含的部分关键类的程序源代码放于附录）
第七章是结束语和程序改进的展望。
