输入阶次 ，采样时间 ，控制变量 （ 时 ＝1， 时 ＝0）
b1为s函数或z函数多项式的系数,先输入分子的系数（从高次幂至低次幂，高阶系数为零的，应输入0，各系数之间用空格键隔开），再输入分母的系数（从高次幂至低次幂，高阶系数为零的，应输入0，各系数之间用空格键隔开），均存到b1内。
