UTC时间与1970年以来的毫秒数转换
应用背景
现有的RTC芯片采用年-月-星期-日-时-分-秒的输出输入格式，而嵌入式系统中很多需要校准时间的地方采用的来源是自1970年以来
的秒数或毫秒数。所以需要对这两种格式的数据进行转换。
关键技术
UTC转换毫秒数时采用累加计时实现，需要注意闰年时的月份天数或全年天数累加，最后换算为毫秒数，毫秒数转换为
UTC时间时将毫秒数截断为年，月，天，最后直接转换为当天的时间。
