不借助第三方库而进行的代码处理视频流处理，不使用opencv,不使用ffmpeg，直接调用window底层的avicap接口处理视频流
本来有现成的opencv库来处理项目中要求的获取从摄像头中获取的视频流信息，但是老大考虑到项目中出现的侵权问题，所以让我写一个不涉及第三方库调用window底层视频处理的接口来处理，最后感谢广大的网友力量，我也将自己的成果发不出来供大伙参考。
