输入文件Input.dat 格式 B L H， 转换的椭球参数为 椭球长半径 a=6378137m, 扁率倒数为298.257223563。先转换为笛卡尔球心直角坐标系，然后进一步转换为 球坐标系，输出文件为 convert.dat
