This a KDevelop project to make a control for the Logitech Quickcam Express. This program is compatable with the new v4l2 drivers on the 2.6.x kernel. There are only 4 controls that work. They are 1. Exposure 2. Gain 3. White Color Balance 4. Auto Gain. The last one is only on or off. Just untar the file. cd to the directory where the files were untared. Do the command ./configure then make then make install. The executiable will be put in your bin directory. Just give the command logitechcamctrl . That should do it.
