实现LONG型时间和年月日时分秒相互转化
应用背景数据库中存储的时间一般为LONG型的数据，不便于看出来是具体是哪个时间，这个工具就可以实现LONG型到年月日时分秒的转化，反过来也可以。关键技术两张类型时间转化，应用了时间转化的相关函数，对应的时区不同，转化的结果也不同，会根据当前时区转化出相应的结果，便于查看。
