管理权限设置:分为三级权限。包括用户:添加文章、查询自己稿件的审稿情况、审稿意见、查看个人资料等 专家:审批文章、查看待审稿件、查看自己的个人信息 管理员:对用户、专家的管理，可作一切操作审批、编辑、删除文章等。
默认的所有帐号和密码都是：aspx.bcbbs.net -err
